Job Description
To manage the Aviation fuel supply, storage, and distribution operations network in UAE, ensuring flawless operations, in line with company’s functional guidance and compliance with local laws and regulations. To the develop division’s business plan in line with organization strategy, balance scorecard and QMS, JIG & IATA certification requirements. To develop and gets appropriate approval for the annual budget plans and implements the business strategy to meet company objectives. To participate on Airport plan development together with the sales division and close cooperation’s to determine portfolio size, mix and profitability. To meet with customers to promote business and enhance cooperation. To ensure all company HSE requirements are strictly adhered to by all employees
Responsibilities
- Develops the Division’s business plan in line with the Organization Strategy, Balance scorecard objectives and QMS Certification requirements. Develops and gets appropriate approval for the annual Budget plans and implements the Business strategy to meet company objectives.
- Participates on Airport Plan development together with the Sales Division and close cooperation to determine portfolio size, mix & profitability.
- To represent the firm in higher government office, key customers, and participate in trade events & other strategic marketing activities as and when required.
- Accountable for various quotation approvals, prices (PAP) & business cycle management.
- Accountable for providing monthly fuel prices to contractual customers’ i.e., MOPAG & Premium amount.
- Participation in Business development & promotion activities.
- Accountable for business case study preparation & development.
- Accountable for on time payment to vendors & service providers.
- Accountable for AVOD Authorities and Responsibilities Manual compliance
- Prepare, monitor & control the divisional capital & operating budget
Operations Management
- Accountable for compliance to JIG, EI, BSI, ISO standards together with the safety policies across all airports.
- Supply chain management of all types of Aviation Products for commercial aircrafts as well as Military aircraft including Additives i.e., Jet A-1, Avgas, JP-8, JP-4, JP-5 etc.
- Accountable for providing adequate insurance for all Refueling& Non refueling tasks and assets.
- Provides overall management to the fueling operations at the aviation fuel depots in AIDA, Al Ain, Das Island, RAK, Fujairah, and Military bases. Oversee depot & into plane operations which include receipt, storage, and dispatch of aviation fuels in accordance with clearly defined refueling procedures and established safety regulations.
- Monitors & ensures availability of sufficient quantities of aviation fuel at the airbases to ensure that fuel requirements of customers are always met.
- Evaluates and signs long term supply contracts with customers to support sustained growth of the business.
- Monitor fulfilling contractual obligations with Military bases and ensure implementation of relevant corrective & preventive measures by the subordinates to provide satisfactory service.
- Provides adequate resources to his departments to maintain reliability of the operations throughout the distribution chain. Directs his subordinates in terms of product supply, staffing requirements, facilities and equipment’s maintenance and developing an efficient receipt, storage, and distribution system for aviation fuels.
- Ensures that the Quality Management System (QMS) is well established and maintained in accordance with ISO 9001-2000 regulations and requirements.
- Oversees internal and external audit including ensuring proper support is provided to auditors, closure of any audit findings with the agreed timeframes etc.
- Periodically performs aviation management inspections at the aviation fuel facilities across all airports and military bases to ensure compliance with international standards and delivery of highest standards of customer service.
- Responsible for ensuring that aviation fuels are always delivered to customer as per latest company approved specifications i.e.
- Jet A-1 as per AFQRJOS Checklist and Def Stan 91-91 or ASTM D 1655 latest version.
- Avgas100LL as per ASTM D-910 or Def Stan 91-90 latest version.
- JP-8 as per MIL-DTL-83133 Latest Issue
- And other products as required by customers
- Accountable for vessel/ship ordering & management.
- Ensure compliance with aviation division responsibility and accountability matrix.
- Accountable for approval of all types of risk assessment i.e., operational, business, Continuity, Emergency management etc. for all airports.
- Maintenance Management
- Provide leadership and overall guidance to ensure execution of regular, scheduled maintenance on a wide range of equipment like re-fueling vehicles, mobile equipment, maintenance of scaling equipment, gauges, valves & electronic circuits on fueling vehicles etc. thereby ensuring that all aviation equipment’s at depots and military bases are maintained as per international standards, policy &procedures and manufacturers recommendations.
- Provides overall direction in the use of external maintenance contractors appointed to participate in planned or shutdown maintenance. This includes providing recommendations in the choice of such contractors, reviewing, endorsing and approving invoices within limits. Follows up as required on payments, particularly based on contractor enquiries.
- Customer Relationship Management
- Represents the Aviation Operations division, interacts with external organizations, airports authorities and committees including Joint Ventures (BODs), as well as with internal contacts within the company to ensure the business is properly managed.
- Coordinates with concerned personnel at the Military bases all issues related to the activities and services and takes necessary actions to resolve any issues.
- Builds and maintains a network of external contacts and proactively monitors customer relations to support development of the brand.
- Optimization and Cost Control
- Monitors expenditures of reporting Departments to ensure proper utilization of financial resources and considering cost cutting and preserving Company’s interests.
- Direct and oversee engineering work related to planning, upgrading, modification or adapting methods to improve the operation of aviation equipment.
- In line with Aviation department and corporate strategy to oversee the development and implementation of the productivity and efficiency programs to achieve low cost operations and maintenance of Aviation facilities.
- Tendering and Contractor Management
- Monitor and provide technical expertise in developing RFPs and RFQs relevant to the Aviation operations and maintenance with procurement department; ensure proper assessment each contactor’s capabilities as per the requirements and monitor the process of the final selection of vendors for related services to ensure cost effective and quality services are obtained for the firm.
- New Projects
- Ensure proper monitoring of the implementation of major CAPEX projects in Aviation Operations division, to ensure projects get completed within the defined time, cost and budget and adhere to the HSSE and PSM compliance requirements.
- Approves purchase requisitions for operations needs with full technical specifications and details of equipment’s required.

- Budgets and Operational Plans
- Lead the development of the Division’s annual operational plans and optimal budget in line with Unit’s business objectives ensuring that adequate funding provision is made for all Divisional activities within the agreed parameters and service levels including effective interfaces with Company’s stakeholders and internal contributors.
- Control expenditure against approved Divisional budget on a regular basis and investigate & reconcile any significant variances to ensure effective performance and cost control.
- Performance Management
- Implement and continuously monitor the achievement of the Division KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card for the Division to reinforce an organization-wide drive for performance.
- Manage the development and ensure proper cascade of the Division’s Performance objectives into the Departments and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
- Organization Structure and People Development
- Review, develop and recommend appropriate organization structure for the Division that will best utilize human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
- Manage the development of knowledge, competencies, and innovative spirit in the Division to support the establishment Development Plans, Succession Planning and Talent pipeline within the Division to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

- Create and foster an organization culture that encourages innovation, enhances employee motivation, and supports initiatives for implementation of Change Management to continuously improve Division’s operations and services.
Education
- Bachelor’s degree in engineering
Experience
- 15 years of experience in Aviation fuel depot operations and maintenance, including 10 years at managerial level
